Q & A About Current Grant Opportunity

Questions and Answers From the October 22 Series of Bidder’s Conferences:

Q: What do you mean by the 2008 Tax Form?
A: The Cover Page of the 501-c-3 Organization 2008 990 Form, showing income

Q. What are Federal Audit Requirements? How do they apply to sub-awards?
A. You will not necessarily have an Audit, but you do need to save all receipts in case the University needs them in the event of an Audit.

Q. Can we build our capacity by serving a new population?
A. Yes, as long as you are providing the service to an existing population, and as long as the funds are not used to actually provide the services, but rather to build capacity. See the "Capacity Building" eligible sample activities on this website under “FORMS.”

Q. Can an organization who has a fiscal agent apply for a sub-award, even if the fiscal agent themselves are also applying?
A. Yes, as long as there are two completely different applications, referencing two different Boards of Directors and two different projects

Q. Can an organization apply if we have only volunteers? No Paid Staff?
A. Yes, as long as you have a regular meeting place and an official organizational structure

Q. Can an organization apply if it has Board co-chairs rather than an Executive Director?
A. Yes, as long as one person is designated as the “responsible person” for the activities supported by the sub-award.

Q. If the person who would normally manage the sub-award will be out of town for the time of the sub-award, what should we do?
A. Assign a local person to administer the grant, or arrange for the person to perform these duties effectively from wherever they are.

Q. Can an organization that receives Federal Funds only in a strictly pass-through capacity apply?
A. Yes, but possibly not at the high priority level. We are still researching the specifics of this question.

Q. If an organization is a primarily a health care provider, how might this grant apply?
A. You would need to document needs of the specific populations the grant specifies that go beyond health. The Federal Government provides funding for health-related initiatives through other channels. We are still researching the specifics of this question.
